I am calling upon all nobles within Ruthenia to support this bill. Please reply any comments, questions, or concerns that you may have down below.
Language Project, 01/14/2015
Article One) It is requested that English, be the official language of the Kingdom of Ruthenia, the vernacular of everyday conversation.
Article Two) The English language will be the language used for everyday conversation, and for official and governmental use.
Article Three) The benefits of the English language include but are not limited to:
It is spoken by the majority of Ruthenian citizens.
The English language is the third most spoken language in the world, therefore,it is likely that all of our Ruthenian citizens will be able to communicate in English with little to no difficulty.
For many people, the benefits of learning English include broadening their employment opportunities, since it is used so commonly in business. (wisegeek.org)
Article Four) The Portuguese language, it being one of Ruthenia’s national languages, has little to no use here, except for those who speak it. It has its own benefits, but in my personal opinion, the English language has a ‘more important’ use here.
THEREFORE, I, Duke Christian Newton of Erdene, am hereby requesting that the English language be the one and only national language of the Kingdom of Ruthenia.

I do approve the petition of the Duke of Erdene. I've no difficulty in speak in foreign language and this option is the best for a micronation which prefer keep contact with micronations from the Anglophone Sector. Then, with my vote, I prefer use the English Language.

Sugiro que o Português seja a segunda língua falada e oficial no Reino da Rutênia, visto que o Ducado de Santa Cruz é uma casa que tem origem portuguesa.
Não queremos que nossas origens sejam totalmente esquecidas.

I suggest that the Portuguese is spoken and the second official language in the Kingdom of Ruthenia, as the Duchy of Santa Cruz is a house that has Portuguese origin.

Meus caros pares,
eu acompanho o desenrolar deste assunto controverso com certa preocupação. Esperava que viesse em momento posterior um assunto que determinará de forma irreversível a cultura de nosso jovem reino. E é pela juventude de nossa pátria que eu rogo ponderação e respeito na hora de lidar com esse tema.
Essa micronação foi fundada para ter duas línguas: o inglês e o português. Ambas tem seu valor e relevância entre os rutenos e a simples abolição de uma delas não é aceitável! O inglês, em se tratando de todas as nossas relações internacionais, é muito mais que necessário, é o único meio de que dispomos. O português é nossa língua pátria, língua da Corte Real.
Meu papel como governante é proteger a pátria, o povo e também sua cultura.
Sendo eu convocado repetidas vezes sobre o tema, com lados ambicionando que eu tome partido, eu decidi defender o espírito democrático que deveria imperar na Assembleia Geral, de modo que venho à vocês e à quem possa interessar informar que neste dia 23 de Janeiro, será criada uma votação aberta à todos para que manifestem o que entendem melhor para a nossa micronação: assumir a língua inglesa, assumir a língua portuguesa ou manter as duas.
Peço que compreendam que a escolha, muito além de se fazer notar na língua falada e escrita, será percebida também em nossa política. Sejam sensatos e ponderados.

My fellow peers,
I follow the progress of this controversial subject with some concern. Expected to come at a later time a subject that determine irreversibly the culture of our young kingdom. And it is the youth of our country that I beg consideration and respect when dealing with this subject.
This micronation was founded to have two languages: English and Portuguese. Both have their value and relevance between the Ruthenian and the mere abolition of one of them is not acceptable! The English, in the case of all our international relations, it is much more necessary is the only way that we have. Portuguese is our native language, language of the Royal Court.
My role as ruler is to protect the homeland, the people and also their culture.
As I summoned repeatedly on the subject, with sides aspiring to I take sides, I decided to defend the democratic spirit that should prevail in the General Assembly in order to come to you and to whom it may concern inform that on January 23, will be created an open vote to all to express what they consider best for our micronation: take the English language, take the Portuguese or keep both.
I ask you to understand that the choice, beyond being noted in spoken and written language, will also be perceived in our policy. Be wise and weighted.

Deve ser desconsiderada a enquete anterior, uma vez que Sua Majestade, o Rei já havia feito uma convocação para um plebiscito e estabelecido uma data e opções que não foram respeitadas pela iniciativa de Sua Graça, o Duque de Erdene.
Shall be disregarded previous poll, since His Majesty the King, had made the call for a referendum and established date and options that have not been respected by the initiative of His Grace, the Duke of Erdene.
